The HSE has developed the Health Services Change Guide as part of its Human Resource and other service, quality improvement, and culture change programmes. The guide has been designed to help staff lead and bring about change, and it contains both advice from practitioners, leaders, service users, and staff, as well as the evidence-base informing the approach.
