European University Alliances and their impact on national higher education governance: the case of Austria and Ireland

Abstract
European University Alliances are supposed to become dynamising factors within the European Higher Education Area. In doing so, the European Union also exerts a significant influence on national higher education systems and their governance. Against this background, the presentation analyses the main governance instruments and legal frameworks of the Austrian and Irish higher education systems and attempts to draw conclusions on the most important areas of impact, challenges and opportunities of European University Alliances for the systems as a whole and for individual universities.

About the Speaker
Dr Hedwig Unger is a postdoctoral researcher at the (opens in a new window)Centre for Austrian and European Higher Education Law and Governance (ZHR), University of Graz, Austria. Her research interests are in the field of public law, especially constitutional law, and political science, in particular issues at the interface of state and law and the relationship between the state and higher education institutions. Her current research focuses on issues of higher education governance and university autonomy from a comparative perspective.
