Strategic Environmental Assessment (SEA) tests the environmental, social and economic impacts of plans as they are being developed.  Riki will introduce  SEA and give examples from her consultancy practice of where it has (and in some cases has not) been effective.  This will lead to a discussion of what factors contribute to the effectiveness of SEA.
