Overview
Following periods of sick leave, there will be a provision for Temporary Rehabilitation Remuneration (TRR) for employees who need a longer period of time to address their health needs and who have accrued two years' service.
What is TRR?
TRR is a payment to support individuals who are absent on extended sick leave and who have exhausted 131 days paid sick leave in a rolling 4-year period. You may be granted TRR for a further 392 days.
In order to be eligible (subject to approval by Head of School/Line Manager) individuals must:
- have accrued 2 calendar years' service in the Public Sector; and
- have a reasonable prospect of returning to work
(For those with more than one period of employment in the Public Service, the service requirement can be satisfied by aggregating these multiple periods, as long as there is no break in service of 26 weeks or more).
How did TRR change in September 2023?
TRR is no longer conditional on membership of a Public Sector pension scheme, or based on ill-health retirement accrual. Instead, employees who satisfy the eligible criteria will receive a flat rate of 37.5% of their remuneration. For employees who qualify for Illness Benefit, the flat rate will be inclusive of Illness Benefit. Therefore you must apply to the Department of Social Protection and mandate an Illness Benefit payment back to UCD.
Is TRR payment immediate?
The waiting period for payment of TRR after full and half rates of sick pay have been exhausted, will be three days
The three-day wait does not apply in the following instances:
- where you transition from full pay to half pay to TRR during the course of one continuous absence; or
- where you are availing of Critical Illness Protocol (CIP)
What is rate of TRR payable?
37.5% of remuneration*
*For employees whose rate is higher than 37.5%, there is an opportunity to retain current arrangements for a transitional period.
