The 13/3 Problem and Hyperelliptic Supersingular Curves

Abstract
We discuss the problem of computing the Fourier spectrum of a particular function on a finite field, which was conjectured to have unusual properties by Langevin and Leander. Trying to prove this conjecture leads us to questions about the possibilities for the number of rational points on hyperelliptic supersingular curves of low genus over finite fields.
