The overall objective of the Research Infrastructures Programme under Horizon Europe is to empower Europe through world-class and accessible Research and Technology Infrastructures. Research Infrastructures will contribute to achieving the key strategic orientations of Horizon Europe through excellent state of the art services, knowledge, and tools to address societal challenges, ensure evidence-based policymaking and help industry to strengthen its knowledge base and technical know-how. Their use will be stimulated across the different pillars of Horizon Europe. Through the European Open Science Cloud (EOSC) and the European Data Infrastructure (EDI), researchers involved in Horizon Europe activities will be able to access and process most of the data generated and collected by Research Infrastructures.

The work programme for Research Infrastructures aims to contribute to five expected impact areas of the Horizon Europe Strategic Plan, which are the five destinations (key areas) of this work programme:
Research Infrastructures can substantially contribute to the objectives of Horizon Europe partnerships in Pillar II including the Horizon Europe EOSC Partnership and other relevant European Partnerships tackling complex societal challenges through multi-disciplinary approaches, as well as building new partnerships and contributing towards supporting Horizon Europe’s innovation dimension.
As European Research Infrastructures have the potential to enhance society’s long term and consistent problem-solving capacity, new efforts are now needed to ensure the provision of customised, impact-oriented Research Infrastructures services and resources to accelerate the transition towards a socially inclusive green and digital future and to support an effective and responsive health system as well as evidence-based policy-making. In this regard, Research Infrastructures can substantially contribute to the objectives of Horizon Europe’s five mission areas as well as to support its innovation dimension.
It is necessary to foster synergies between the European Research Infrastructures funding instruments to align R&I investments, ensure access to excellence and translate research results for the benefit of the society and the economy. Cooperation with other policy and international cooperation-oriented measures for research infrastructures (such as financed by ERDF) and synergies with other networks is encouraged. Proposals should build on the vast experience and achievements gained in the Horizon 2020 grants.
