Cluster 3 “Civil Security for Society” will support the implementation of EU policy priorities relating to security, including cybersecurity, and disaster risk reduction and resilience. In addition, it will build on lessons learnt from the COVID-19 crisis in terms of prevention, mitigation, preparedness and capacity building for crises (including health crises) and in improving cross-sectoral aspects of such crises.
Self-service supports and help pages will be made available here shortly. For further information on the Civil Security for Society Cluster see below.
The work programme is available on the EC Funding & Tenders Portal here
The work programme for Cluster 3 has six destinations (key areas) below which contribute to four expected impact areas of the Horizon Europe Strategic Plan:
Disaster-resilient societies
Protection and Security
Cybersecurity
The European Cybersecurity Industrial, Technology and Research Competence Centre, on which political agreement between the European Parliament and the Council was achieved in December 2020, will be an ad hoc EU body, which is considered as a European Partnership for the purposes of receiving funding from Horizon Europe.
Accomplishing missions will require a cross-cutting approach, drawing on research and innovation activities defined not only through individual Clusters, but across Horizon Europe and beyond. Research and innovation activities within this Cluster thus have the potential to support missions in all of the five mission areas:
The Missions implementation plans form the base for future activities. The plans have been published (Sept 2021) and are available here. The Missions latest Work Programme 2023-2025 is available here.
There are 6 Commission priorities for 2019-24:
